Review of technical regulation in Russia

    In Russia, the basic law on technical regulation is Federal Law No. 184-FZ of December 27, 2002. In the law you will find definitions and the basics of regulation. The law obliges manufacturers and importers to comply with the requirements of technical regulations for products. Russia is a member country of the Eurasian Economic Union (EAEU) (Евразийский экономический союз (ЕАЭС)), therefore, Russia has the technical regulations of the Customs Union (adopted before 2015) and the EAEU (adopted after 2015). Today (04/14/2020) 48 technical regulations have been adopted:

    Products that do not fall within the scope of technical regulations must be confirmed for compliance with the national standards of the Russian Federation. Such products are contained in Decree of the Government of the Russian Federation No. 982 of December 1, 2020, and in the lists of products that can be found on the website of the regulatory agency Rosstandart (Росстандарт):

  At present, the Federal Customs Service of the Russian Federation, together with the Federal Accreditation Service (Росаккредитация), is intensifying the verification of products importing into Russia. Before exporting your products to the Russian Federation, you must make sure that you fully comply with the requirements of technical regulations. Usually, before exporting you should prepare technical documentation (operational manual, safety justification with risk assessment, datasheet, bill of materials, electrical diagram and other) for the product, send a batch of samples for testing. If you have not tested the products and the importer in the Russian Federation assures you that this is not necessary, he is probably mistaken! Your cargo can be stopped at customs, placed in a temporary storage warehouse and required conformity assessment evidence, as required by technical regulations. You can also expect penalties!
